I didn't test it, but as far as I remember this game is online, so I doubt your requested features can be provided.

Actually, I just checked.

There is an online battle with other people, but everything else is offline. I don't know about purchases though.

Itunes and Android state that "Game can be played without internet"

That link you provided me is outdated, as it wants me to update the software.
